A Study Of The “Two Committees” General Election In The Villages Of Hebei Province From The Perspective Of Rural Governance

Rural governance is an important part of national governance.As a main body of rural governance,the two committees,namely the village Party committee and the villagers committee,function as the most important grassroots organizations to promote the deepening of villager autonomy.It means the two committees in villages are increasingly important in rural governance.The proposal of the village revitalization strategy has brought about some higher requirements and brand-new tasks for the two committees in villages.Meanwhile the general election of the two committees in villages is a crucial driving force to strengthen the construction of these committees.Therefore,it is particularly necessary to study the election the two committees in villages from the perspective of rural governance.Taking the DL Township as the research subject,which is located in Xingtai City,Hebei Province,this study conducts an in-depth investigation of the election of the two committees in villages in 2018,and summarizes four problems existing in the election,namely,the election system is not implemented fully and completely;there are still some illegal phenomena during the elections;the voters' democratic consciousness is weak,and the village cadre structure is unreasonable after the election.Based on literature review,this study makes an in-depth reason analysis of the above-mentioned problems from the perspective of rural governance.These corresponding causes are concluded as follow.First,the election system is deficient,the comprehensive quality of some executives is low,and the government lacks effective publicity and guidance.Second,due to the influence of rural clans and the incomplete formulation of laws and regulations,the supervision systems are useless.Third,the voters are less educated and are influenced by the rural cultures.Fourth,the voters are influenced by the traditional patriarchal thinking of valuing men over women,and there are some inadequacies of village cadres' management system and the construction of rural grass-roots Party organizations.In view of the causes of the problems and referring to relevant literature,several suggestions are put forward.First,the general election systems need to be further improved and the behaviors of the general election executors need to be restricted then to improve the government's effective publicity of the general election of the two committees in villages.Second,the positive role of rural clans in the general election should be given full play and the punishment of illegal behaviors during the election should be strengthened according to law then to further strengthen democratic supervision.Third,the publicity and education work on general election knowledge should be further strengthened to improve villagers' political quality and democratic awareness and to provide convenient conditions for villagers to participate in general elections,to promote election supervision,and to increase the enthusiasm and confidence of villagers to elections.Fourth,the women should be given more opportunities to participate in village-level management,a long-term mechanism for village cadre management should be established and improved,and the building of rural grass-roots party organizations also be strengthened.It is hoped that these suggestions can provide some references for the next election of the two committees in villages to gradually improve the construction level of the two committees in villages,and to promote the village governance of the two committees.
