A Study On Inspection-mechanism Of Leading Cadres Of Party And Government Based On Competence

Content:Comrade Jiang Zemin once pointed out that a political party can raise the talented leaders or not,to a great extent,decides the prosperity and decline of this political party and nation and consolidation and development of Chinese socialism career.But it is far insufficient to train or educate a large quantity of talented leaders who adapt to socialism modernization construction.It also lies in us to be able to distinguish the talented person accurately and uses the talented person correctly.Permanent effection lies in having talented persons.Having talented persons lies in selection,selection lies in inspection.Only while we select the right persons,we can have good use of them.The inspection on the leaders' ability is an extremely important method which is used to measure the leaders' quality,ability and devotion,and it also has direct influence on effection of the allocation of the leading cadres' resources,management and using.Now our methods of inspection on leaders exist many flaws which cause the inspection distorted,then they need to be improved.In 1973,US psychologist David McClelland published the article named "Survey Competence,not Intelligence" which proposed that we should take competence survey instead of traditional intelligence survey.Afterward,the competent theory starts to be utilized in each domain.This research based on competence theory creates five models of inspection which lie in knowledge,moral,ability,achievement and mental by the method of consulting cultural heritage and induction.However,each dimension is also composed by the corresponding target of inspection.The knowledge aspect is composed by the political theory,the administration theory and so on;the moral aspect is composed by the political moral,common courtesy and so on;the ability aspect is composed by the learning ability,communication ability and so on;the achievement aspect is composed by the sense of responsibility,the practical spirit of and so on;the mental aspect is composed by the fairness,cooperational consciousness and so on.We can base on these aspects to inspect leading cadres of party and government comprehensively by the methods of democracy evaluation, poll,actual accomplishments analysis and personal interview according to certain procedure.We should get inspection on leading cadres of party and government based on the competence theory and establishes democratic and reasonable inspection-mechanism.This action is helpful to evaluate leaders fairly and objectively.Then we can select talented leaders who are reliable in political, skillful in work and good in lifestyle to compose a vigor group of leaders.At the same time,this action is also helpful to stir up the leaders' working enthusiasm and let them make new contribution on promoting our society development more comprehensive,harmonious,sustainable.
