Study On The Working Mechanisms Of The Accredited Discipline Inspection And Supervision Teams In Shanxi Province

The accredited discipline inspection and supervision teams,as an important part of China's system in supervising the exercise of power,has seen its authority and independence grow alongside its effectiveness in carrying out supervision after decades of development and improvement.Since the 18 th National Congress,the communist party of China(CPC),with comrade Xi Jinping as the core,has step up efforts to improve conduct,build integrity,and combat corruption,as a result,remarkable achievements has been made by China in the area of discipline inspection and supervision.In 2014,the CPC Central Committee started to adopt a top-down approach to reform the nation's accredited organizations in discipline inspection and supervision,in order to achieve a full coverage of accredited supervision efficient supervision system that features the party's unified leadership,full coverage and authority,deepen institutional reforms in discipline inspection and supervision,improve the institutions and mechanisms of accredited discipline inspection and supervision teams,so as to enhance synergy among intra-party discipline inspection and supervision,inspection supervision and accredited supervision.For accredited organizations in discipline inspection and supervision,this means more responsibilities of a higher order.They are required not only to further deepen reforms and improve the mechanisms,but also to give a higher priority to effective coordination with other supervisory organs so as to maximize supervision.Working mechanisms are effective ways for the accredited discipline inspection and supervision teams to fulfill their duties and they also provide necessary institutional guarantees.Therefore,to improve the working mechanisms of the accredited discipline inspection and supervision teams,which is the key to fulfill their due responsibilities,is of great significance in enhancing their authority and independence,as well as leveraging their role of early-warning as "scouts" or "outposts".By combining theory with practice and employing methods of document analysis,case study and interview,this paper comprehensively studies and combs through the working mechanisms of accredited discipline inspection and supervision teams in Shanxi Province.This paper asserts that the establishment and application of good working mechanisms is an important way and institutional guarantee for accredited discipline inspection and supervision teams to fulfill their duties.In the process of continuous reforms and exploration,accredited discipline inspection and supervision teams in Shanxi Province have put into place some working mechanisms,such as attending meetings,engaging in conversations,communication and coordination,and internal management.These mechanisms provide the institutional guidelines for the teams to follow in conducting daily work.Having said that,problems such as unsound daily supervision mechanism,poor communication and cooperation,and unsound internal management mechanism,undermine the effectiveness of accredited supervision.In view of these problems,this paper further puts forward some proposals,such as strengthening daily supervision,enhancing coordination and communication,and strengthening team building.
