Voluntary service is based on dedication,friendship,mutual assistance and progress.Volunteers serve others,contribute to the society and push it forward by devoting their time,knowledge and skills.In this new era,civil servants' voluntary service is an important innovative way for them to maintain their advancement and build closer relationship between cadres and the masses.It is also a significant way to practice socialist core values,which can improve the qualities and capabilities of civil servants and enhance the cohesion,influence and power of the team.At present,the voluntary activities of civil servants are developing vigorously and have made some achievements.It not only makes the voluntary service of civil servants release huge positive energy,but also gradually become a normal state.Although voluntary service of civil servants has made great progress,on the whole,it is still in its infancy.There are still some problems restricting the development of it,which needs to be resolved.Taking county A in Shanxi Province as the example,which strives to build a civilized city,the thesis conducts a deep analysis of voluntary service of civil servants,summarizes the issues in it,promotes the problems and reasons,proposes feasible suggestions,with the methods of literature research and interviews,etc.Four sections are included in the thesis.The first part is the analysis about concept definition,covering voluntary service of civil servants,civilized city,and the relationship between voluntary service and establishment of civilized city.The second part is the analysis of the status quo of voluntary service of civil servants in county A,including the basic information,development and management of voluntary service of civil servants in county A.The third part illustrates the problem that civil servants in county A have during the voluntary service,including low participation,ineffective management of organization,deficient guidance.According to these problems,the reasons analysis follows.In the fourthpart,based on the deficiencies and problems of voluntary service of civil servants,suggestions are put forward,including strengthening the cultivation and publicity to create a strong atmosphere,strengthening standardized management to improve service quality,and strengthening guidance and coordination to do a better work.The thesis is aimed at helping the implementation of voluntary service of civil servants in relevant departments and can be the guide to the significant development of voluntary service.
