Research On The Legal Issues Of Targeted Poverty Alleviation In Rural Finance In China

It is the direction of our government's continuous efforts to realize the poverty alleviation of all rural population under the current standard.Since the reform and opening up,China has been committed to improving people's lives through various ways,especially the targeted financial poverty alleviation,which has made great achievements in poor areas,and the incidence of poverty has declined significantly.However,with the rise of the government's poverty line standard,coupled with the combination of poverty alleviation and return to poverty,the difficulty of poverty alleviation continues to increase.Therefore,it is urgent to strengthen the research on the legal issues of targeted poverty alleviation of rural finance in China at this stage.It is the top priority of the research on the legal issues of rural financial targeted poverty alleviation in China to strengthen the revision and improvement of the existing legal system,to continuously increase the formulation and improvement of laws and regulations related to financial targeted poverty alleviation,and to build a set of financial targeted poverty alleviation legal system adapted to the development of China as soon as possible.To build a legal system of financial targeted poverty alleviation with Chinese characteristics and achieve the goal of poverty alleviation as soon as possible,we should comprehensively improve the legal system of rural financial targeted poverty alleviation in China from the aspects of establishing a legal system of financial targeted poverty alleviation,improving agricultural insurance,innovating the legal system reform,and establishing a third-party organization evaluation model.This paper is divided into four parts: the first part: the theoretical issues of the legal system of rural financial targeted poverty alleviation.In this part,firstly,the author puts forward the evolution and development process of the thought of rural poverty alleviation of the leaders of all generations in China;secondly,it introduces the meaning,characteristics and value of rural financial targeted poverty alleviation,and then analyzes several theories related to rural financial poverty alleviation law,which lays the foundation for later elaboration.The second part: this part describes the development and problems of the legal system of rural financial targeted poverty alleviation.The current situation and legal policies of rural financial targeted poverty alleviation are mainly discussed from two aspects: the development of legal policies,the legal status and progress of financial targeted poverty alleviation;the current process of rural financial targeted poverty alleviation in China is discussed from four aspects: the imperfect legal system of rural finance,the difficulty of financial loans,the high default rate,the low accuracy of poverty alleviation and the poor financial ecological environment Problems in.The third part: foreign rural financial anti-poverty legal system and enlightenment.This part focuses on the analysis of the relevant systems formulated by the developed and developing countries in improving their economic conditions.Through the analysis of the relevant legal systems of rural finance in the developed and developing countries,it points out the Enlightenment of the corresponding legal systems formulated by the developed and developing countries in getting rid of poverty and improving their economic conditions to our country,so as to explore and innovate our country for the following article The legal system of rural financial poverty alleviation provides some practical research experience support.The fourth part: the improvement of the legal system of rural financial targeted poverty alleviation in China.In this part,on the basis of the above investigation and demonstration,the author puts forward a preliminary idea to improve the legal system of rural financial targeted poverty alleviation in China.The idea is mainly to improve the legal system of targeted poverty alleviation in rural finance,improve the agricultural insurance system,innovate the reform system,and establish the third-party evaluation and evaluation mechanism,hoping to build a set of legal system of financial poverty alleviation with Chinese characteristics on the basis of foreign advanced experience.
