"Technological Hegemony" And "Administrative Mobilization":Research On Targeted Poverty Alleviation Assessment

With the advancement of government performance evaluation research,the third-party evaluation has gradually entered the field of vision of scholars,but the existing empirical research either focuses on the distribution of various powers within the government under the background of government performance evaluation;or focuses on the interaction between the upper and lower governments and the game process or the relationship between the central government and the local government in the evaluation process,rarely analyzes the relationship and interaction process of the actors in the performance evaluation process based on the principal-agent theory.This study attempts to place the third-party evaluation of targeted poverty alleviation in the field of poverty governance at the grass-roots level,and analyze the impact of the third-party intervention on the relationship between various actors in the evaluation of targeted poverty alleviation and the implementation of targeted poverty alleviation policies.This paper constructs an analysis framework of "technology hegemony-double pressure-administrative mobilization" in the context of poverty governance at the grass-roots level.It hopes to show the interaction process of conflict,cooperation and game of all parties in the context of the third-party evaluation by combining with the practice of the third-party evaluation of targeted poverty alleviation,and then reveal the action strategy,operation logic and how the third-party evaluation can promote the formation of both mutual restriction and mutual unity between the parties.In response to the core question of this paper,that is why does the assessment of targeted poverty alleviation adopt the third-party evaluation?What kind of impact does it bring to targeted poverty alleviation and even poverty governance at the grass-roots level?Compared with the internal government evaluation,the third-party evaluation has an independent position.This independence makes the third-party evaluation organization not affected by the evaluation object in the specific process of implementation of evaluation,thus ensuring the authenticity of performance evaluation.This is also an important reason for the central government to introduce the third-party evaluation into the performance appraisal of targeted poverty alleviation.Then the paper analyzes the standard operation process,professional technical methods and strict incentive mechanism design of the third-party evaluation to show how the "technological hegemony" is reflected in the third-party evaluation process.Independence provides early guarantee for "technological hegemony".Standardized operation process,professional sample extraction,questionnaire design,data collection method and "one vote veto" system ensure that"technological hegemony" can fully play its role.When "technological hegemony" and"power pressure" are combined to form "double pressure",local officials pursuing career promotion have to change their original strategies to deal with assessment and evaluation,seriously respond to the demands of the poor,and effectively implement the targeted poverty alleviation policy.At the same time,in the process of implementing the targeted poverty alleviation policy,we should change the administrative mobilization strategy and implement the poverty alleviation work with more efficient and centralized mobilization means,such as the priority of personnel arrangement and the sinking of managers.Based on the above analysis,it can be concluded that the third-party evaluation has promoted the formation of both mutual restriction and mutual unity relationship among the central government,the third party and the local government.It is not only conducive to the strict assessment of the effectiveness of poverty alleviation work,to ensure the early realization of poverty alleviation,but also to use it to push forward the task of targeted poverty alleviation,and to promote the continuous deepening of targeted poverty alleviation.At last,the author rethinks the system of the third-party evaluation and finds that the unreasonable use of technology may lead to the exclusion of other governance methods or even the promotion of new bureaucracy.Moreover,in the evaluation practice,the assessment of poverty alleviation cadres lacks flexibility,which makes them in a dilemma.There is also a lack of effective supervision of the third-party evaluation.In view of these problems,this paper puts forward some suggestions,such as scientific application of technology,reasonable grasp of technical limits,strengthening legislation,improving the relevant system of third-party evaluation,and improving the application mechanism of evaluation results,so as to provide reference and development ideas for further promoting the third-party evaluation to cover other areas of public governance.
