Study On Countermeasures For Construction Of Wenzhou "internet+Human Resources And Social Insurance" Project

At present,"Internet +" represents a new economic form.We should study the practice of "Internet +" in the management of social public service in human resources,improve the efficiency of public services,expand the construction and promotion of e-government channels,reduce the business pressure of the social and public windows,reduce the manpower resources invested in the public services of the public,and enhance the public's satisfaction with the services of people and society.With the implementation of the national insurance policy,the requirements of data integration for the insured and the pressure of social security window business are increasing day by day.How to take effective measures by the human resources and social security department has become a public issue of social concern.This paper first summarizes the research status at home and abroad and the research ideas of this paper.Based on the theory and practice,the characteristics of "Internet +" are interpreted,and the current situation of "Internet plus" in the public service of the people's Union is summarized.The problems and difficulties in the application of the Internet plus services are analyzed.It is considered that the unbalanced development level of information technology,the lag of information management technology,the low efficiency of information service and the imperfect mechanism of information sharing are a series of problems existing in the current informatization of human and social public services.Based on the theory of new public management,this paper uses case analysis,data statistics,literature research and other research methods.Secondly,taking the "Internet + Human resources and social insurance " project in Wenzhou as the main object of study,the background of the project is elaborated,and the achievements of the Huimin project are summarized.This project wa s born under the background of the gradual improvement of the overall planning level,the acceleration of the transformation of government service functions,and the increasing importance of the concept of sharing and coordination.At present,the "Internet + Human resources and social insurance " project has established the city's medical insurance "one card" system,the medical insurance intelligent supervision platform,the sunshine government online service platform and the city's centralized social security system,the public card management system,upgraded the basic level service platform of human social security,and constructed the operation of the citizen card project.Thirdly,the problems and causes of the construction and management of Wenzhou's "Internet + Human resources and social insurance" project are analyzed.It is believed that the main problems lie in the uneven level of informatization,the fragmented construction of individual business systems,the lack of unified content and channels for public services,the need to improve the application level of big data mining,the low utilization efficiency of basic resources,and the inability of information security system to meet the overall security requirements under the new situation.Finally,the construction ideas,construction goals and specific optimization countermeasures of the "Internet + Human resources and social insurance " project in Wenzhou are put forward.It is believed that the optimization construction should be carried out in four aspects: resource integration,management service,application development and big data.
