Study On The Construction Of Public Service Platform Of Human Resources And Social Security In D County Of Southwest Shandong Province

Under the background of the government's vigorous promotion of the reform of “Streamline administration,delegate power,strengthen regulation and optimize service”(for short “delegating-regulation-service”),grassroots public service,with a focus on employment,entrepreneurship,and security,has become a topic of universal concern.Specifically,employment is the foundation of people's livelihood;entrepreneurship is the source of wealth;security is the foundation of harmony.Human resources and social security public services cover a wide range,which are indispensable public services for everyone.This article is based on related theories of public service and administration,and also combines real research on the construction of the public service platform of the town street community.It not only summarizes and improves the practical experience of County D,but also explores both domestic and abroad advanced experience.This article extends the scope of the research to the level of town and district,which was usually conducted at provincial level.It mainly focuses on the grassroots workers at the public service platform at the town and district level,and pays more humane attention to grassroots workers.Through research on the construction of the basic public service platform of the small-scale society,this paper will examine the grassroots public services,a major social issue of ensuring and improving people's livelihood,in order to achieve significant efforts.It could be argued that this research has strong academic research significance and practical value.This paper combines the new public service theory,ERG theory,and seamless government theory,and uses research methods,such as literature review,observation,and case analysis,to explore and analyze problems and efforts in real work practice with a focus on the aspects of the responsibility and capacity of thegrass-root platform,team building,and information in the construction of the public service platform of the local community;meanwhile,it will also learn from advanced practice experience and put forward possible practical suggestions.In terms of specific content,this paper focuses on the analysis of the current status of the construction of public service platform of human resources and social security in D County of Southwest Shandong Province,and refines as well as summarizes the effectiveness of the approach.County D relies on the platform construction to consolidate the foundation of human and social services.In order to better serve the public,it clarifies the focus of service functions and raises the awareness of serving the people;at the same time,cadres are arranged to serve the local community,and they adopt highly efficient and convenient standards to continuously improve the service levels.As a result,Standardized management has been gradually strengthened,sinking projects has been gradually increased and the combined effect of work was obvious.It could be inferred that the effectiveness of the role of cadres has achieved gradually.However,the construction of the public service platform of the township street in County D also has its problems due to its long-term construction mechanism;it values more on the early-stage construction and make light of the later construction stage.There have been problems such as that the degree of refinement of human and social service supply cannot fully meet the needs of the masses,that the construction of the service team does not match the demand for workload,that the service mode is relatively single,and that the implementation of regulations and rules is weak.General Secretary Xi Jinping once emphasized that “guaranteeing and improving people's livelihood is a long-term work,there is no terminal station,only a continuous new starting point.” People's livelihood improvement is a long-term,systematic,arduous and complicated project.The people yearn for moreequitable employment opportunities,more convenient social security services,more opportunities for entrepreneurship,more complete social security,and more powerful labor rights protection.The construction of public service platform of human resources and social security requires long-term efforts,perseverance,and long-term success.Based on summing up the previous practical results and exploring both domestic and abroad advanced experience,this article attempts to propose countermeasures and suggestions to strengthen the construction of the public service platform of the town street community.It is recommended that in respect of supporting the construction of the platform and improving the operating mechanism of the platform,the information sharing mechanism,the financial security mechanism,and the preparation and approval standards be improved.In attaching importance to grassroots public service personnel and innovating team building methods,implement the establishment or treatment to meet the needs of survival;implement the “first deputy director” working system to meet the needs of mutual relations;expand development space to meet the needs of growth and development.In attaching importance to “Internet +” and accelerating the construction of informatization,we will accelerate the integration of basic data,refine the construction of professional teams,and strengthen the safety of informatization construction.In terms of strengthening supervision and evaluation,and promoting the implementation of the system,the government at the same level strengthens unified management,the higher-level human and social departments strengthen performance evaluation,and introduce social forces for evaluation and evaluation.
