A Logical Study On Adaptation Of Grass-roots Policies From The Perspective Of Stratification

As the main policy of the national poverty alleviation management,accurate identification of the specific practice in different levels government presented the different characteristics of policy implementation,from the central to provincial city-county chain on administrative organization showed the characteristics of strong policy implementation,but down to the township and village level,the villages and towns at the grass-roots level as the specific recognition task to undertake party in layer under the action of pressure and from a psychological tendency to flexible execution.As the front-line administrative personnel facing the target villagers,the village task force was squeezed by the bureaucratic system and the rural field.Therefore,at this level,it presents the characteristics of weak policy implementation,and the framework of this paper mainly revolves around this logicBased on the Z town and the poor villages in the town,this paper makes a detailed analysis on the grass-roots execution process identified by poor households.Chapter one introduces the value of this research from the aspects of research background and significance,domestic and foreign research summary,concept definition and methodology foundation,research methods and innovation points.Chapter two describes the implementation process of accurate identification in the hierarchy system from the macro,meso and micro levels,and defines the main body of this research-the basic administrative body;Chapter three analyzes the text from the level of Z township government based on the level of pressure and self-interest psychology,and the use of discretion,and finally makes the alternative propaganda.Chapter 4,on the other hand,moves down to the village task force level which enters the village field.In the case of X village task force,it shows flexibility in interpreting the policy text,simplifying the meeting procedure and so on because of the pressure from the superior department and the network of village relations.From the perspective of vertical analysis,the implementation of national policy shows strong implementation at theprovincial-city-county level and weak implementation at the grass-roots township-village level.In addition,from the horizontal perspective analysis,the hierarchical system is brought into the rural field by the village-based task force but is in the state of "weak embedding ".Chapter six dig deeply into the contradiction between the state and the rural society behind the policy change,and the final solution is to construct the modern rural governance system and realize the cooperative autonomy.It is following the above analysis path,the article in the view of hierarchy,township government and village task force two grass-roots administrative subjects as the starting point,from the vertical and horizontal point of view to clarify the logic of policy flexibility and the contradictions between the interaction between the central and local areas behind the flexibility,finally the attempt to build a modern rural governance system to achieve cooperative autonomy solution.It has great reference value for studying the flexible behavior in the implementation of grass-roots policy and promoting the construction of rural society.
