| In recent years,with the increasing aging of the population,the labor market presents a situation of labor shortage and aging of the labor force,which makes more and more elderly people choose to continue working.Face this situation,the Nordic labor market has adopted flexicurity model to achieve the win-win goal of fairness and efficiency,creating a "miracle of employment".In particular,Denmark and the Netherlands have achieved remarkable results and aroused global attention.Practice has proved that the Nordic labor market flexicurity model is an effective way for employment,especially for the elderly.As the world’s largest developing country and the world’s largest population country,Chinese aging population has always been a prominent contradiction and problem in the process of economic and social development.Therefore,it is urgent to solve the serious problems caused by Chinese aging population.The purpose of this paper is to study the policy content and effect of the Nordic labor market flexicurity model to promote the employment of the elderly,and the reference significance for the employment of the elderly in China.Firstly,explain the development of the Nordic labor market flexicurity model,and describe the current situation and characteristics of the Nordic Employment of the elderly.At the same time,expound the policy contents related to the employment of the elderly in the Nordic labor market flexicurity model,including the active labor market policy,the flexible retirement system,the generous social welfare system and the lifelong learning strategy.On this basis,explore the promotion and inhibition effects of the Nordic labor market flexicurity model on the employment of the elderly,and clarifies the relationship of more comprehensively and objectively.Secondly,based on the official website of Eurostat and other relevant data,the employment rate of the elderly aged 55-64 from 2005 to 2017 and relevant indicators of the Nordic labor market flexicurity model were selected.The panel data was used for regression analysis to explore the effect of the Nordic labor market flexicurity model on the employment of the elderly.The empirical results show that the effect of the active labor market policy and the social securityexpenditure is not good;The flexible retirement system and lifelong learning strategy have incentive effect.On this basis,evaluate the effect of the Nordic labor market flexicurity model on the employment of the elderly: the Nordic labor market flexicurity model protects the legal rights and interests of the elderly,but is not conducive to the active employment of the elderly.Meanwhile,the consequences of the generous social welfare system are worrying.Secondly,through the data on the official website of Eurostat,the panel data are used for regression analysis to evaluate the impact of the Nordic labor market flexicurity model on the employment of the elderly.Finally,based on the analysis results and the actual situation of the employment of the elderly in China,the paper proposes to improve active labor market policies and implement an appropriate social welfare system;establish the flexible retirement system and the lifelong learning system;improve the employment training system and safeguard the legitimate rights and interests of employment.In general,by exploring the relationship between the Nordic labor market flexicurity mode and the employment of the elderly,the flexible protection road for the employment of the elderly with Chinese characteristics is constructed. |
