Abstract/Summary:
The aging of society has become a common global phenomenon,and the World Health Organization has proposed a positive attitude to address global population aging.The theory of active aging,as a view of aging,emphasizes not only the right to health protection for the elderly,but also the right to social participation for the elderly.This indicates a shift from the perspective of young society in the past to adapting to an aging society.In addition,the theory of active aging provides a basic working framework for the global response to population aging,which to some extent affects the policies,action routes,and practical operations of countries regarding population aging.With the decrease in China’s fertility rate and the extension of per capita life expectancy,an increasing number of young and elderly people have expressed their desire for re employment.In order to actively respond to the aging population,the country has constructively proposed exploring new flexible employment models for young and elderly people.This study takes the perspective of active aging as a starting point to explore how to effectively promote flexible employment for urban young elderly people and safeguard their legitimate rights and interests in the employment process.The aim is to provide reference for the government to formulate flexible employment policies for young elderly people in the future.This paper selects the younger elderly in Xi ’an District W as the main research object,and analyzes the basic situation and willingness of flexible employment of the younger elderly in Xi ’an District W by means of questionnaire survey and interview.This paper is divided into five parts: the first part is the introduction.In this chapter,it mainly analyzes the adverse impact of the aging population in China and the flexible employment mode of the young elderly proposed by the state to cope with the aging population,and provides the theoretical basis and research direction for this study by combing the relevant research results at home and abroad.The second part is related concepts and theoretical basis,in this part,first through the explanation of the working-age population,the young elderly,flexible employment three specific concepts,clearly defined the object of this paper.Secondly,it introduces the theory of active aging and activity theory,which lays the theoretical basis of this study.The third part is the elaboration of the flexible employment of the young elderly in urban areas of W District.In this chapter,the basic situation of the young elderly in W District is presented in the form of comparative analysis,and the basic situation and employment intention of the two groups of employed and non-employed groups in W District are analyzed,and on this basis,the problems that may exist in the process of flexible employment of the young elderly in W District are proposed.The fourth part is about the causes of the problems of flexible employment of the younger elderly in District W.Social factors,environmental factors,work factors,guiding factors,personal factors and family factors are selected as the influencing factors of flexible employment of the younger elderly in urban areas,and whether these six factors have a significant impact on the flexible employment of the younger elderly in District W.On this basis,we further analyze the specific reasons for the problems in the process of flexible employment of the younger elderly in W district.The fifth part is a countermeasure.From the perspectives of law,system,society and individuals,it comprehensively proposes to improve relevant laws to protect the legitimate labor rights and interests of the elderly,strengthen the system design to broaden the flexible employment space of the elderly,and increase support to improve the participation rate of the elderly in flexible employment.Give full play to the government’s guiding role to create a positive aging atmosphere and promote the flexible employment of urban young elderly.
