Service-oriented government is developing a new model of contemporary government.Service-oriented government as an impartial, transparent and efficient manner to the publicand society as a whole to provide quality public goods and services for the countries in theworld agree. In the service-oriented government to build a variety of elements, the impact ofthe civil service capacity building service-oriented government building is a key factor.Service-oriented government building requires a high-quality, shrewd, capable of leadingrole, and stand the test of civil servants, in this team is the subject of junior civil servants,they are working on the first line, contact with the masses most closely, directly facing themasses of people, so their quality of service, service level is directly related to theconstruction of service-oriented government level, related to the government’s prestigeamong the people and the image. However, the civil service capacity building at thegrassroots level, there is still a sense of public service of junior civil servants, especiallythe masses weak, low cultural quality, professional skills need to be improved,capacity training needs and the reality gap and other issues. This article from the service-oriented government and the civil service capacity of these two core concepts, analyzes theability of service-oriented government and the civil service’s basic theory, explains theconstruction of service-oriented government and civil service capacity building grassrootsrelationships, a clear service-oriented government to grass-roots civil servants capability ofthe new requirements. This article also from the reality that due to traditional attitudes andinstitutions and mechanisms behind the impact and constraints of junior civil servantsdemonstrated the lack of a sense of service, service skills, lack of capacity is not highphenomenon. On this basis, this paper attempts to draw on the experience of developedcountries, capacity-building for civil servants, from the transformation of ideas, improvethe civil service system, improve the ability of civil servants to explore mechanisms,focusing on civil capacity self-training, etc. China should explore how to strengthen thecivil service capacity building to better good to promote service-oriented government.
