With the deepening of the political system reform and the continuous improvement of the national governance capacity,the Nineteenth National Congress once again emphasized the importance of building a "people-oriented" service-oriented government and the requirements of service-oriented government for grass-roots civil servants are also constantly improving.As an important part of the national administrative management system,grass-roots civil servants are the front-line workers who directly contact the masses,the bridge between the masses and the Party and the state,and the window directly reflecting the service-oriented government.Therefore,their level of service and quality of service are directly related to the construction of service-oriented government.At present,there are some problems in the service of grass-roots civil servants to the masses,which affect the credibility of service-oriented government to a certain extent.Due to the imperfect,unscientific and inequitable incentive mechanism of grass-roots civil servants,grass-roots civil servants lack enthusiasm for work and motivation for service.Therefore,it is necessary to establish a scientific,reasonable and effective incentive mechanism for grass-roots civil servants,fully mobilize the enthusiasm of grass-roots civil servants to promote the process of building a service-oriented government.The main body of this paper consists of five parts:The first part: Introduction.This paper expounds the background,significance,research status at home and abroad,research ideas,methods and innovations of the topic.Under the background of rapid social and economic development,this paper probes into the significance of service-oriented government to the incentive mechanism of grass-roots civil servants,and expounds the starting point of this paper by sorting out the research status at home and abroad.The second part: the summary of incentive mechanism of service-oriented government and grass-roots civil servants.This paper defines the relevant concepts of this paper and elaborates the theoretical basis of demand theory,equity theory and strengthening.The relevant viewpoints on incentive mechanism have laid a solid theoretical foundation for this paper.The introduction of this part has laid a foundation for the discovery of the following problems,the analysis of the reasons and the proposal of countermeasures.On the basis.The third part: After sorting out the current situation and existing problems of the incentive mechanism for service-oriented government for grass-roots civil servants inChina,and analyzing the current situation,the paper puts forward four dimensions of the government's incentive mechanism for grass-roots civil servants: unreasonable salary system,unscientific assessment system,non-standardized promotion system,and imperfect training system.The fourth part: According to the problems existing in the current situation of grass-roots civil servants of the service-oriented government,four reasons are analyzed:lagging behind of incentive concept,The inadequacy of positive incentive means,the unreasonable setting of incentive mechanism and Insufficient internal and external supervision of incentive mechanism.The fifth part: Focusing on the prominent problems existing in the incentive mechanism of our country and the causes of the problems,this paper puts forward the following corresponding countermeasures and suggestions for improvement: from the aspects of innovative incentive concept,innovative incentive method,perfect assessment mechanism,optimize salary mechanism,innovative training mechanism and perfect promotion mechanism,etc.it puts forward concrete countermeasures to solve the incentive mechanism of grass-roots civil servants under the perspective of service-oriented government.Let grass-roots civil servants serve the people better and build a better service-oriented government for the people's needs.
