In today's society,the strength of a country's ability in governing is crucial to its development.There are different missions and functions of national government departments such as providing public goods,public services,maintaining social order,and improving the level of social development for the public.The local government is the foundation of the national government.The level of governance of the functional departments of local governments directly affects the development level of the country's economy and politics.How to improve the allocation of human resources in local government departments,improve the per capita efficiency of human resources,and improve the ability of local government departments to become the key issues which restrict the development of local governments.Foreign government departments have gradually introduced human resource management outsourcing service providers,trying to learn advanced human resource management experience in enterprises which to save costs and improve efficiency.At the same time,the human resources management outsourcing of government departments in China is in its infancy.Although some cities have also tried to explore and achieved certain success,there are still many problems and deficiencies.Based on this,this paper studies through two aspects,on the one hand,to understand the status quo and experience of human resource management outsourcing by local government departments at home and abroad,on the other hand,to analyze the human resources of domestic local government departments from the perspective of the content,characteristics,functions and risks of human resource management outsourcing.Firstly,based on the actual research,the theory and practice,researching the current situation and effectiveness of human resources management outsourcing in government departments in Xi'an.Then,analyzing the problems and causes of human resource management outsourcing in Xi'an government departments in depth.Finally,combining with advanced experience at home and abroad,providing suggestions for the outsourcing of human resources management in local government departments.
