As an emerging management model, outsourcing was firstly used in practice; recently, many researchers pay more attention to it because it has brought huge positive values to many organizations. This paper study outsourcing, especially, outsourcing of human resource management and find some major benefits that cause many firms have moved from developing their own human resource management systems to buying them from the third parties. First, outsourcing of human resource management enables firms to center their attention on the core business. Second, outsourcing may yield firms access to specialized skills and advanced technology continually. Third, outsourcing enables firms to save on management cost and time cost. Along with the previously described benefits of outsourcing, there are also risks and costs involved in outsourcing, which should not be ignored by us. So we should consider this question cautiously instead of selecting in outsourcing simply to keep in style.This paper provides a multi-stage decision model of analyzing the outsourcing of human resource management. The human resource management model is influenced by many internal and external factors of the organization. There are different optimum selects under different backgrounds. The task of theoretical area is to guide organizations how to select human resource management model under certain constrains, thus, the result is not single. The most important thing to firms is how to select in accordance with the time and the place during the repeated selection process.The text is divided into four parts:Part 1.
