At present, many countries abroad have been successful to use outsourcing of human in resources management field, greatly promote the human resource management outsourcing in the rapid development of the global scope.Using human resource management outsourcing can set human resource management free from some tedious routine work and focus more attention on intensifying core business, improving the management efficiency. As a result, the reform of the human resource management of public sectors can be promoted.The human resource management outsourcing of china’s public sectors is in a starting period. Though some exploration and attempts have been made and some achievement realized, many problems and shortcomings are still obvious, which has to be improved in the later reform.This paper analyzes the situation and existing problems of china’s human resource management outsourcing and the causes of these problems in depth on the basis of illuminating the related concepts, main ideas and necessity of carrying it. Using the successful experience of human resource management outsourcing from abroad for reference, this paper also tries to come up with strategies for developing some great outsourcing ideas, strengthening outsourcing supervision, giving more support to outsourcing firms, strengthening risk prevention, improving the outsourcing firms’ self-quality and completing the relative laws and regulations about outsourcing.
