Because of manyurban villages in the city, bring more and more impenetrable barriers for the city building and governmentmanagement, urban villages seriously affected the development of modern cities, the urban environment,and does not match with the urban development planning, at the same time, illegal collective and lots ofprivate illegal construction exist in urban village, the living environment are dirty and messy, lack offacilities and the collective economic decline in the village, the floating population also affects thedevelopment of urban village and long-term interests of villagers. With the increasingly prominent problemof urban villages, the government urgently needs to transform urban villages to improve the level ofdevelopment and quality of life of villager.But the transformation of urban villages facing many conflicts of interest, government, villagers,developers and other stakeholders aim at conflicts of interest for the game with each other, and thustriggered a series of problems. Such as, the government in order to get the transformation funding of urbanvillages, while the game with the developers on whether to raise the volume rate, tax breaks and otherpreferential policies; villagers in order to ensure adequate compensation and resettlement costs, as well asafter transformation "farmers to citizens" of re-employment and social security issues, the game with thegovernment and developers; the developers so that in pursuit of profit maximization, with the villagers ofthe game, such as compensation and resettlement program issues.
