A Research On Governance Optimization Of Shared Bike In Lanzhou City

Shared bicycles has become an important choice for Lanzhou citizens to travel in the last mile.Through the questionnaire survey of shared bicycles in Lanzhou City,there are still some problems in the management of shared bicycles in Lanzhou City,such as irregular riding behavior,hard deposits,and chaos.These problems not only affect the appearance of the city and the safety of public transportation,but also restrict the development of shared bicycles in Lanzhou,and reduce the convenience of citizens.Firstly,based on quasi-public goods theory and collaborative governance theory,this paper studies the current situation and problems of shared bicycles in Lanzhou by using literature research method and questionnaire survey method.Then,based on the problem,the actual situation of shared bicycles is obtained by analyzing the questionnaire survey of shared bicycle users in Lanzhou and the unstructured interviews with non-users.Then,the development environment of shared bicycles in Lanzhou City is divided into consumption environment,supply environment and management environment to explain separately.The analysis of supply environment is mainly based on operation mechanism and profit model,and the content of management policy of shared bicycles by Lanzhou government is carried out.Classification and qualitative analysis lead to a management environment.Finally,after deriving the reasons,the collaborative governance network was constructed,and the suggestions for the optimization of shared bicycles in Lanzhou City were proposed,including strengthening publicity and education,improving users' legal awareness and social responsibility,improving laws and regulations,strictly observing information security and deposit security bottom line,decentralization,construction of a service-oriented government,etc.In this study,the research on the optimization of shared bicycles in Lanzhou City is carried out under the coordinated perspective.On the one hand,the research materials and theories in the field of shared bicycles are enriched,and the theory and collaborative management of quasi-public goods supply are enriched.On the other hand,the reference opinions are provided to manager of Lanzhou City.
