Coproduction Supply:A New Framework For Public Fire Safety Supply In Urban Communities

China's rapid economic growth has promoted large-scale urbanization,and the export-oriented economy has greatly promoted the urbanization of coastal areas.With the deepening of urbanization,it has brought many security risks while driving economic development.Since the Eighteenth National Congress of the Party,the Party and the state have attached great importance to public safety.General Secretary Xi Jinping innovatively put forward the concept of overall national security,emphasizing that the public security system should be gradually improved through comprehensive management of social security,improving the quality and safety of agricultural products,enhancing the ability to resist and respond to natural disasters,ensuring safe production,and strengthening the supervision of food and drug safety.The government's “single-instruction” supply model in the current urban public fire safety field in China has been unable to adapt to the current complexity of public service supply and the diversity of people's needs,and must gradually shift to a “multiple-open”social joint supply model.Grassroots governments,social organizations and communities must work together to play their unique roles and form a tripartite joint supply mechanism to jointly provide public services to residents.The interconnection and interoperability of resources and manpower between the three,as well as the cooperation and interaction of various entities in policies and systems,can effectively improve the effectiveness of public fire safety supply.This paper attempts to analyze the research of the H community in Fuzhou,summarize the reform experience of advanced western countries,and find out their problems and causes.In view of the shortcomings of public fire safety services at the present stage,based on the relevant theories of public management,community governance,collaborative governance,and the successful experience of domestic and international urban community,a new framework for improving the supply of public fire safety services in China is proposed.To provide useful reference for the China's public fire safety agency reform.This paper lays equal stress on theoretical research and case analysis,and theories are combined with practice to extract more complete and feasible countermeasures or suggestions.
