Problems And Measures Between Villagers' Autonomy And Government Administration In Haiyang Town

Villagers' autonomy is a great practice of democracy in China.Villagers carry out self-management,self-education and self-service,exercising their own elections,decisions,managements and supervision.Township governments,as the basic administrative setup in China,exercise administrative power and management in township.Villagers' autonomy and township government administration,both of them play important roles in maintaining rural democracy,economic development,prosperity and stability.However,there are many conflicts and collisions between them in working because of the benefits.,making inefficient effects on villagers' autonomy and township government administration.Haiyang Town,as a combination zone of urban and rural development in Haigang District of Qinhuangdao City,is facing the tasks of rural revitalization strategy and new urbanization construction.Its multiple interests are intricate,which is a realistic epitome of many local villages and towns.Studying the dilemma faced by Haiyang Town's villagers' autonomy and township administration in the process of operation and putting forward improving countermeasures will not only greatly help to improve the efficiency and quality of Haiyang Town's villagers' autonomy and township administration,but also have certain reference significance for rural governance in other areas of the Haigang District.This paper uses literature research,field research,questionnaire survey and comparative research methods,based on the theory of relationship between state and society,governance theory and game theory,with interest-driven clues,and based on the interaction between villagers' autonomy and township administration,in order to improve the interactive relationship between them and improve the quality and efficiency of their operation.Promoting effective governance is the foothold.Analysing the present situation of villagers' autonomy and township administration in Haiyang Town,sums up three different interactive types of "active cooperation","passive confrontation" and "passive cooperation".Pointing out the problems of "autonomous administration" and "excessive autonomy",which due to a excessive interference between villagers' autonomy and township administration in Haiyang Town.Based on the understanding of thinking,system design and operation,this paper finds out the reasons for the predicament of the two.Combining with the experience of advanced regions,it puts forward some countermeasures to improve the villagers' autonomy and the operation of township administration in Haiyang Town.First of all,change the way of thinking not only the development strategy in village but also the relationship among the Party,Village committee and township government.Second,piece the power and responsibility between the township and village,improving government functions,broadening the way of villagers' relief.Last but not least,promote rural collective economic development,improving the quality of rural cadres and villagers' ability to participate in and discuss politics,and enhance the service function of township government.
