Exploring "Effective Governance":Study On The Operating Mechanism Of Nancun Villagers' Representative Meeting In Guangzhou

With the deepening construction of rural governance system in the new era,villagers' autonomy has entered the so-called "post-election era".The development goal of village governance calls for the exploration and innovation of effective forms of governance based on the realization of the formal four "democratic rights".Effective rural governance is the goal and requirement under the guidance of the strategy for rural revitalization.At present,the large-scale "idling" of villagers' autonomy is still the basic situation,which cannot build a democratic and effective path for rural governance.In the past 30 years,the practice of village governance showed that the construction of rural self-governing organizations was the inevitable requirement and development direction for rural governance.Among them the application effect of the villagers' representative meeting system had been fully examined.It showed strong vitality and applicability to the governance of rural issues.The purpose of this study is to familiarize ourselves with and understand the internal order and external motive force of rural governance in China,and to study the value and method of the villagers' representative meeting system for exploring the effective realization form of villagers' autonomy.As a frontier of reform and development,Guangdong Province has experienced a fierce impact on the traditional rural society and modern thought,and has emerged a number of successful cases based on the characteristics of the village and the innovation of self-exploration and governance.Among them,Nancun village in Guangzhou has shown considerable representativeness and promotion value.This study analyzes the whole aspects of the innovation governance of the Nancun village in system theory with combination the research method and case study method.First,we discuss the validity principle of the construction of villager representative system based on the analysis framework of the representative theory.Secondly,based on the local and diversified governance characteristics of Nancun,the prizing mechanism of villagers' representative meeting is summarized.Finally,based on the overall governance level of the village,combined with the institutional mode,power structure,administrative force,etc.,to build an effective path for the governance of Nancun village.Then this paper has made the following conclusions on the basis of above study: The effective constitution of the subject of governance is the foundation of effective governance.The matching of property right and governance right is an effective configuration of governance unit.The innovation of democratic consultation and decision-making is a beneficial attempt to solve the current dilemma of rural governance.The elite of capable person is the key group for the effective realization of villagers' autonomy.The effective form of villager autonomy should be a multi-level and multi-type system.This study takes the villagers' representative meeting system as the new carrier and export of effective governance,which has practical guiding value for solving the current idling difficulty of village governance and building a new era of rural governance system.
