Research On Multi-agent Cooperative Governance In Precision Poverty Alleviation Based On SFIC Model

The transformation of poverty alleviation model from government-led to multi-subject collaborative participation model is the distinct characteristic and basic requirement of precise poverty alleviation.Multi-subject collaborative poverty alleviation is an important way to overcome poverty and an important direction of poverty alleviation reform in China.At present,the multi-subjects involved in precise poverty alleviation governance include government,market,social organizations and poor households,and the pattern of large-scale poverty alleviation has gradually taken shape.However,the problems of imperfect coordination mechanism,conflict of interest and asymmetric information among the participants have seriously hampered the development of precise poverty alleviation in China.Therefore,it is an important task to construct a multi-subject coordination mechanism for precise poverty alleviation,integrate social resources,clarify the function orientation of each main body,clarify the power-responsibility relationship,and optimize the path for the construction of the coordination mechanism for precise poverty alleviation.Based on the theory of collaborative governance,this paper introduces SFIC model as the theoretical research framework,takes Cangzhou City of Hebei Province as an example,analyses the multi-agent collaborative poverty alleviation model and its operation mechanism in Cangzhou City based on SFIC model,and analyses the existing multi-agent collaborative mechanism and its existence questions in the work of poverty alleviation and governance in Cangzhou City.The main problems are the conflicts of interests among multiple subjects,the obstruction of supervision channels and the asymmetry of information.The main reasons for the above problems are: the lack of interest balance among the governance subjects,the conflict between meta-management and collaboration,and the poor communication channels.In order to improve the coordination mechanism of multi-subjects in precise poverty alleviation and improve the coordination and accuracy of multi-subjects in poverty alleviation,we should construct the dynamic mechanism of benefit sharing among the main bodies of poverty alleviation governance?the supervision mechanism of competition and balances,as well as the information feedback evaluation mechanism,so as to achieve the goal of precise poverty alleviation.
