Under the current civil service system,posts and ranks are running simultaneously,and the number of leadership positions and positions is limited.Most civil servants have lower opportunities for promotion.From the perspective of job promotion rules and employment orientation within the system,civil servants 'pay and rewards are not completely proportional.In addition,in all walks of life in our country,although civil servants are the "iron rice bowl" in the eyes of most people,they do not have the high income that most people aspire to.Some grass-roots civil servants 'existing income can only maintain the most basic living needs.The combination of these practical factors will have a negative impact on the enthusiasm of the civil service and the overall efficiency of the society.How to solve the current problems faced by civil servants deserves serious study and consideration by the relevant departments of society.It can thus be seen that the implementation of civil service posts and ranks is important and necessary.The paper takes the question of the concurrent position and rank of the civil servants in Qinhuangdao as the research object,and takes Qinhuangdao City as the research scope.From the current situation and actual characteristics of the civil service system in the city,it adopts research methods such as literature research,investigation research,and case studies.This paper reveals the concepts and characteristics of civil servants 'positions,ranks and both,and provides theoretical support for the thesis through new public management,performance management,motivation and other theoretical studies.From the aspects of the construction of the civil service personnel in Qinhuangdao City,the basic situation of the grass-roots civil servants,the working conditions of senior civil servants,and the efficiency of the operation of government agencies,the paper carefully analyzes the problems that exist after the implementation of the concurrent policy of civil service posts in Qinhuangdao.This paper analyzes the causes of the problems from the aspects of the civil service institutional mechanism,the difficulties faced by civil servants at the grassroots level,the enthusiasm of senior civil servants,and the factors that affect the promotion of civil servants.From the aspects of promotion time,promotion rules,treatment arrangement,assessment and evaluation,safeguard measures,staff motivation,etc.,this paper studies the effective implementation of the concurrent policy of post rank.Thus,the implementation of the higher level requirements,stimulate the vitality of the civil service system in Qinhuangdao City,optimize the deployment of the city's civil service,ensure the healthy and orderly operation of the city's civil service system,and create conditions for the sound economic and social development of Qinhuangdao City.
