The deterioration of ecological environment has become one of the important challenges,especially the air pollution.Air pollution has obvious negative externalities and publicity.However,it is difficult to effectively deal with the current regional air pollution problem by adopting the regional management model based on administrative division.Therefore,it is imperative to explore and develop an effective collaborative governance system on air pollution.Based on the coordination between the regional governments in air pollution control,this research focuses on the condition which influence the establishment of collaborative governance,and takes the 13 key areas in the prevention and treatment of the 12 th five-year plan as the research object.On the basis of collaborative governance,the theory of externality theory and government behavior,we proposed 5 conditions which may affect regional collaborative governance between the governments(including economic level heterogeneity and the heterogeneity of air quality consistency,leadership participation,province,has a history),Using Qualitative Analysis(QCA)method we analysis the paths of establishment on collaborative governance.Based on the empirical conclusion we put forward policy suggestions.The main findings and conclusions of this paper are as follows.First,three types of conditional paths for the establishment of collaborative governance are extracted,including provincial-government-led type,administrative/economic compensation type based on the history of cooperation and consultative within province type.Secondly,leadership participation is the key condition to establish collaborative governance.In China's practice,superior leaders play a key role in promoting the establishment of collaborative governance among governments.Finally,when the heterogeneity of economic and air quality among subjects are at the same level,it is not conducive to the formation of cooperative organizations.This conclusion verifies the content of existing theories about the motivation of resource interdependence to promote collaborative establishment.Based on the findings,policy recommendations were made from the divis ion of collaborative areas and the effective support from superior leaders.
