Many countries regard effective response to public crisis as an important link of government work.At present,multi-party cooperation to deal with public crisis has become the consensus of crisis management at home and abroad,and in different stages of public crisis,the adoption of targeted collaborative strategies will reduce the harm caused by the crisis.Under this background,it is necessary and practical to sort out the collaborative strategies in the process of public crisis,and investigate the influence of different combinations of collaborative strategies on public crisis.Based on the serious game earthquake crisis coordinated rescue platform,combined with relevant literature on public crisis management and cooperative cooperation,this paper extracts six collaborative strategies in the process of public crisis,which are respectively communication,role transformation,relationship embeddedness,reciprocity,horizontal power and shared commitment.Based on the configuration perspective,this paper puts forward the research hypothesis that there are many different combinations of collaborative strategies to cope with public crisis,and formulates a questionnaire of collaborative strategies.The reliability and validity of the questionnaire were analyzed,and the final formal questionnaire was determined.Then,through the clear set qualitative comparative analysis(cs QCA),the configuration analysis is carried out to explore the combination of cooperative strategies to deal with public crises It is found that none of the six collaborative strategies is necessary for public crisis,but public crisis is the result of the interaction of multiple factors.In the eight explanatory paths of condition combination,according to the different core conditions,a total of six collaborative strategies combination modes are extracted.On this basis,it is proposed that in the process of public crisis,communication channels should be guaranteed unimpeded,responsibilities of various subjects should be clearly divided,clear collaborative planning should be formulated,resources should be comprehensively integrated,and cooperation between all parties should be continuously deepened. |
