The Optimization For China’s Policy Agenda Setting By Network Society

The development of information technology has brought rapid development of the internet and network society, bringing enormous changes to the people’s material and spiritual life, as well as the traditional ideas and society of China. Contemporary China’s national conditions and social conditions are rendered with dense network color. Policy agenda setting plays a "bottleneck" role in public policy process, it is a bridge between social issues and policy issues, playing an important role in the scientization, democratization and legalization of public policy. China’s traditional policy agenda setting was closed and the government played an absolute leading role. However, with the advent of the network society, China’s modernization and awakening of democratic consciousness, multiple policy community participate in the public policy by internet, bringing policy agenda settings nature changes. With the help of the Multiple Streams, the case "Shanghai Municipal People’s Government on further standardize and strengthen the administrative and law", which caused widespread social impact was analyzed. Emphasized on the role of the network elements, inducting the new changes in network society policy agenda setting, and put forward policy agenda setting standard innovatively. In the end, proposed the optimization for China’s policy agenda setting by network society tentatively from four aspects:problem stream, policy stream and political stream and the policy window.
