Research On The Countermeasures Of The Grass-roots Government In Guizhou Province To Revitalize The Rural Collective Asset

In recent years,the implementation of the Rural Revitalization Strategy has driven the development of the village collective economy.According to the requirements of the current development,the central government proposed to actively explore the road of farmers' joint-stock cooperation,further protect the rights of members of the collective economic organizations,and demanded the reform of the rural collective property rights system,and gradually completed the reform of the national rural collective property rights system.At the time of writing this paper,Guizhou Province is in the stage of linking poverty alleviation and Rural Revitalization.How to effectively revitalize the collective assets after the property rights are clear,and promote the prosperity of rural industry through the collective economy is of great significance,which has a significant role in promoting the Rural Revitalization.On the other hand,after the reform of property right system,invigorating rural collective assets is the long-term layout and inevitable requirement to solve the "three rural" problems.Grassroots government governance is one of the main components of the national governance system.The results of rural reform reflect the governance level of grassroots government to a certain extent.Taking D town in Gui'an New District as an example,this paper analyzes the detailed data,summarizes the effective methods and combs the existing problems,analyzes the difficulties in revitalizing rural collective assets in Guizhou Province,draws on the experience of the pilot areas,finds out the main problems through field investigation,investigation and case analysis,and combines with the actual situation of China's rural economic development,Based on the governance theory and other government management perspective,combined with the government intervention theory,resource price theory and property rights system theory of western economics,this paper studies the Countermeasures of revitalizing rural collective assets,and puts forward that the grass-roots government should not only guide the rural collective economic organizations to industrialize resources,improve the collective economic management system,improve the management mechanism,but also give full play to the functions of the grass-roots government Building a good collective economic management body,etc.,to provide new research ideas for public management of rural governance in specific areas.
