Research On The Inspection Work Of Grass-roots Cadres

The central government has prompted many new thoughts and requirements toward the selection and appoint works of cadres since the 18th National Congress of the Communist Party of China. Inspection on cadres is the basic of cadres selection, which should confirm to the cadres work line of the CCP. The Cangshan District has actively explored and innovated the ways and methods of cadres inspection. Though the Cangshan District has gained some achievements, there still are problems like unsound inspection system, simplex inspection way, unscientific evaluation index, and low comprehensive analysis level of inspection etc that the cadres inspection method of Changshan District still cannot meet the requirements of the new situation. Under the new historical background, this thesis hopes to research the "first-tier inspection method" with the example of Cangshan District of Fuzhou City, as well as analyze the current status of the inspection works toward grass-roots cadres of Cangshan District. The thesis has employed document analysis method, questionnaire method, System analysis method, AHP method and other methods to find out the existing problems and their reasons, so as to improve the inspection work toward grass-roots cadres.The thesis can be divided into six parts. Firstly, the thesis has illustrated the background and significance of the research, discussed the current research status both at home and abroad, as well as manifested the research though, research method, technology line, characteristics innovation, etc. Secondly, the thesis has defined the connotations of grass-root cadres, cadres inspection, "first-tier inspection method" and other concepts, as well as introduced the "fairness theory", "motivation theory", "performance evaluation theory", "system theory" and other relative research basics. Thirdly, the thesis has employed questionnaire, field interview of grass-root cadres to illustrate the significance. Meanwhile, in this part, the thesis has found the existing problems of Cangshan cadres inspection works and analyzed the reasons through combining the cadres inspection system of the CCP. Fourthly, the thesis has discussed the civil servant inspection methods of America, France, Japan and other developed countries, as well as the advanced cadres inspection methods in domestic, so as to analyze the experiences and to conclude the inspiration toward cadres inspection works. Fifthly,the author combined with the research and working practice of cadres, from the perspective of system, using the "first- tier inspection method", put forward the construction of grass- root cadres. "first-tier" inspection system and evaluation system, countermeasures and Suggestions to improve and perfect the inspection work.What's more, the author has established the inspection and evaluation system through AHP methods so as to strengthen the cadres inspection work of Cangshan District. The author hopes that such paper can provide reference for the cadres inspection work of other regions. The sixth part is the conclusion and Prospect of this research.
