Research On New Residents' Points Management System From The Perspective Of Equalization Of Basic Public Services

In the current context of promoting urbanization,it is of great practical significance to research on the new residents' points management system based on the equalization of basic public services.In the face of the growing public service demand of new residents,the effective redistribution of basic public service resources based on the residents' point system is an important measure for innovative social management in cities with a large number of migrants in recent years.L district,as an area that implemented this policy since 2012 has made many useful attempts,which has certain representativeness.Firstly,the new public management theory,the theory of justice and the hierarchy of needs theory are used as the basic theoretical,to explore the relationship between the equalization of basic public services and the new residents' point management system;Secondly,analyze the current situation of the equalization of basic public services for new residents in L district,explore the suitability between the basic public service supply of new residents and their needs through questionnaire surveys,and analyze the problems with the demand trends of new residents,Discuss the value and limit of the new residents' point evaluative management.Then,summarize the management of the new residents' points system in L district and compare with other areas.Based on the perspective of equalization,it analyzes the problems of the management of the new residents' points system in the L district through web survey.Finally,suggestions are made to improve the management of the new residents' points evaluative system in the L district.Specifically,the points management system is an effective attempt to promote the equalization of basic public services for new residents in L district,There are also many shortcomings in practice,mainly reflected in policy level and operational level.In view of the above problems,this paper proposes countermeasures and suggestions for improving the management of the new residents' point system based on the basic public service equalization perspective: First,deep the service concept and strengthen the construction of service-oriented government;second,coordinate various resources and promote the diversification of public service supply;third,optimize the process design and improve the new residents' points management system.
