Institutional Dilemma Equalization Of Basic Public Services And Countermeasures

To promote the equalization of basic public services in China is an important decision and inevitable choice to build a socialist harmonious society, safeguard social fairness and justice, promote the construction of a new socialist countryside comprehensively, improve and protect the livelihood of people.The equalization of public services in our country faces complex social, economic and political backgrounds, there is a deep-seated system plight. Analyzing and understanding the causes of equalization of public services system plight in our country is useful to help to select the path and resolve problem, which has a strong practical significance.The equalization of basic public services research started in the fiscal area, but the basic public service equalization is not merely a fiscal problem. The equalization of basic public services involves economic, social and political issues and the pursuit of social values. Overall, there is still no systematic, consensus theory to define the equalization of basic public services.On the basic, the domestic scholars defined the equalization of basic public services roughly as a common view, that is, of all members of society in general can be obtained, the results of economic and social development roughly compatible with the level of basic public services.The content includes three aspects, that is, all members of society enjoy the equalization of basic public services, all members of society enjoy results of basic public services relative equalization of basic public services process and all members enjoy the freedom of choice. The basic public service equalization is a sign of social fairness and justice, is related to the overall situation and leadrship of the Party and government. So that the article focuses on the elements of the plight of basic public service equalization system, on the structure of the system design, evolution, and the ariticle investigates the problem in the static and dynamic view and in multiple dimension.The purpose of this paper is to discover the problems of basic public service equalization system and make policy recommendations. The focus of the article is to find the system plight of formation, and put forwards some proposals. In recent years, the issue of equalization of basic public services have different opinions, a specialized areas such as public finance, education, social security and other aspects have grown up, and a lot of scholarship explore some certain issues, give their points on the equalization of basic public services. This areais broad and need further study, but this is not the main point of this paper.The paper will focus on the structure of the system and evolution of system, so that the paper will find out that the difficulties of system. On the base of the research of basic public service equalization system, the article analyzed the plight of present system, and put forward some policy scenarios from the three levels, that is the economic level, political level and cultural level. The article aims to put forwards some proposal and measures to effectively promote the equalization of public services, and to provide a theoretical basis, so that to accelerate the realization of the equalization of basic public services.
