Research On The Responsibility Of Shijiazhuang Government In The Provision Of Old-age Welfare Supply

The problem of population ageing has issued the development of the world.With the economic development and the continuous increase of the elderly population,the issues brought by the ageing society have more and more influence on social development.Compared with the western developed countries,China has not entered the ageing society for a long time,but the population base and the growth rate of the elderly population in China are faster than those in other countries.The rapid development of the ageing population has negatively impacted on China's economic and social progress.Hebei,a populous province,with economic growth,the elderly population is also increasing.Shijiazhuang,the capital city of Hebei,is also facing the issue of rapid population ageing.In order to meet the demand of old-age service and solve the issues brought by the ageing population,the government began to construct the old-age service system to provide old-age services and products.The government undertake a leading role in the supply process of old-age services and undertakes partial responsibilities.However,the government's leading role is not fulfilled;there are some issues in the performance of the duties.The purpose of this dissertation is to determine the responsibility of the government in the process of providing old-age services to promote the continuous improvement and development of the old-age service system.This dissertation initially defines the relevant concepts related to the supply of old-age services.Through Keynesian Theory,New Public Management Theory and Public Product Theory,the author analyzed the responsibilities of the government in the supply process of pension services,discussed the theoretical basis for the definition of government responsibilities in the supply process of old-age services,the reasons for the government to perform its duties in the supply process of old-age services and the detailed content of the responsibility.Then,based on the current situation of Shijiazhuang government's performance in the process of providing old-age services,this dissertation uses the method of on-the-spot investigation to carefully analyze the existing issues and the causes of the issues in the process of providing old-age services.After that,the author concludes that the leading role of Shijiazhuang municipal government in the construction of the old-age service system is not fulfilled,the system is not comprehensive,the financial subsidies are insufficient,and the supervision and management are not in place.The root of these problems lies in unclear responsibility boundary of the government in the framework of old-age services.Finally,this dissertation puts forward a series of solutions and suggestions to strengthen the Shijiazhuang government's performance in the supply of old-age services.This advice includes strengthening the government's primary position in the supply process of old-age services,rising the guidance function of the government's policy,improving the government's financial support on the old-age service industry,and improving the government's supervision and management ability.In the process of providing old-age services,the government should not only be a leader but also strengthen the cooperation with individuals,families and society to improve and develop the old-age services system continually.
