Asymmetric Dependence: Government-society Relations In Anti-drug Social Work Institutions

In the course of social changes in China,political space and social space have undergone major changes.The political space shows part of the decentralization of the government,and the social space comes from the decentralization of the government and the new space brought by the market.Since the Third Plenary Session of the Eighteenth Central Committee of the Party in 2013,the innovation of social governance by local governments has become the strengthening of the governance system and the modernization of governance capabilities.Some local governments have creatively introduced the "three social linkages" into grassroots social governance.Work professionals are gradually being valued.Therefore,in order to better fill the emerging public needs,some local governments began to reform the public service system.In this situation,local governments began to try to purchase social organization services to transfer certain social functions.In some special public service fields,social organizations established under the leadership of administrative forces have emerged,among which are anti-drug social work institutions.Anti-drug social work institutions are different from other non-governmental social organizations,have a relatively high "political",and have a close and complex relationship with the government.From the perspective of resource dependence theory,the thesis tries to explore the relationship between drug control social work institutions and the government in the context of current social governance and "three-society interaction".Focusing on this issue,a typical case—Shanghai Z agency was interviewed in the field,and research was conducted in conjunction with relevant literature.This article uses Shanghai Z anti-drug social worker organization as a case to analyze the relationship between government and society from the perspective of resource dependence theory.In addition to the introduction,this article is divided into four chapters.Chapters 12 and 2 respectively explain the dependence of the Z institution on the government and the government's resource dependence on the Z institution: The research found that both sides of the government-society interaction have become dependent on each other,and the Z institution has dependence on the government.Has strong dependence on institutional resources,human resources and material resources;while on the government side,local governments have a reverse dependence on reducing social management costs,gaining political support,brand effects,etc.,and the grassroots government has a reverse dependence on the Z organization's professional capabilities,political achievements,and social work as a third-party identity.The third chapter is devoted to comparing the resource dependency relationship between the two.The research finds that this dependency relationship is asymmetric.This asymmetric dependency relationship is related to China's long-term "strong government and weak society" political system.In addition,asymmetry relies on shaping the relationship between the two,which makes the professionalism,independence,and competitiveness of social work organizations lacking.In order to change the predicament,social work organizations tend to adopt three action strategies such as compliance,flexible penetration,and expansion.With a view to balancing the dependence between institutions and government.Finally,by clarifying the relationship between the anti-drug social work agency and the government,this article also attempts to conduct a dialogue with the more popular corporatist analysis model based on the characteristics of this relationship,so as to find the applicability of the asymmetric dependence relationship embedded in the government and society.This study proposes ideas for improving the relationship between government and society from the perspective of the government and the social work organization.This article believes that the government should cultivate trust in social organizations and assume due public responsibilities.Social work organizations should focus on strengthening organizational capacity and professionalism.At the same time,they need to establish a complete internal and external monitoring and evaluation mechanism.
