Research On Improvement Of Public Service Function Of Longgang City Government Under The Background Of Town-upgraded-to-city

Longgang is the first “Town-upgraded-to-City” in China.During the transition period,farmers are turning into citizens,thus public demand is beginning to diversify.We can see that public issues such as health care,education,employment and social security are bound to emerge.All these issues urge Longgang Government to speed up the improvement of public service function.Meanwhile,speeding up the improvement of public service function of Longgang Government is a necessary link for Longgang City to successfully promote the construction of a new type of urbanization and speed up the construction of a modern and livable city.The theoretical basis of my research is new public service theory and new public management theory.My research mainly adopts three methods including literature research,survey method and case study.By sorting out and analyzing the literature,interview records and collected questionnaires,my research Repositioned the public service function of Longgang city government.Contrasted to new positioning and new requirements,my research makes an in-depth analysis on the quality and service concept of the cadre team of Longgang City,the investment of financial funds in public service,the types of public service supply subjects,the demand of supply objects,and the supply mode,etc.,and summarizes the deep-seated reasons that cauce these problems.The main reasons are that the transformation of ideas is inadequate,there are few subjects that can provide public service except the government,the accuracy of financial investment in public services is not high,and there is no sound supply decision-making mechanism.In addition to the combination of theory,my research also draws on the advanced practices of other regions in this regard,so as to get suggestions for Longgang government to improve the public service function.The suggestions of Longgang Government to improve public service function include: implementing a new mode of combining management and services,setting up a "people-oriented" view of governance,therefore changing and strengthening service concept;innovating the supply of Internet plus public services,cultivating and developing social organizations,individuals to participate in supply,therefore improving the cooperative supply network to realize the diversification of supply subjects;improving the demand management system,increasing financial investment,therefore increasing the proportion of public service financial funds;establishing assessment,external supervision and accountability mechanism,strengthening internal and external supervision and management,therefore achieving continuous improvement of public service mechanism.Up to now,Longgang is the only town which has been upgraded into city in China,and Longgang was upgraded into a city resently,so that there is few systematic research on this aspect in academic circles.Therefore,there are not many research results that can be used for reference in this study,and the breadth,depth and comprehensiveness of the research is deficient.However,I still hope that this paper will inspire more people who participate in the research on the development of public service in Longgang,and put forward more constructive suggestions for Longgang to speed up the transformation under the background of “Town-upgraded-to-City”.
