Research On The Optimization Strategy Of Spiritual Poverty Alleviation Under Rural Revitalization Strategy

Rural revitalization strategy takes targeted poverty alleviation as a priority task and proposes the goal of "gradually eliminating spiritual poverty".Therefore,it is of great theoretical and practical significance to study spiritual poverty and spiritual poverty alleviation under the background of rural revitalization strategy.Firstly,this study takes cognitive dissonance theory as an analytical perspective,combined with the social factors affecting the development of poor people,discusses the formation mechanism of spiritual poverty.In the process of learning helplessness and the invasion of poverty culture,the poor formed the individual cognition based on poverty life,which conflicts with the poverty alleviation behaviors caused by the government's "rapid poverty alleviation" and "arranged poverty alleviation" under the leadership of administrative logic.The poor who experience cognitive dissonance develop action strategies to reduce their dissonance,such as recessive struggle,indifference,pride in poverty,and refusal to shake off poverty.Secondly,this study constructs a theoretical model of "spiritual poverty alleviation" based on cognitive and behavioral transformation;Points out that spiritual poverty alleviation should be promoted by shaping the cognition of independent poverty alleviation and cultivating the active poverty alleviation behavior.By J county "spiritual poverty alleviation" of descriptive case studies,we found J county alleviate spiritual poverty by Villagers informed conference,Communication meeting between poor households and poverty alleviation households,"say" and three "catch" activities,Build civilized countryside,Educational poverty alleviation and Labor vocational skills training,Industry development.The county formed to exert subjectivity farmers as the core,focusing on assistance by aspiration and intelligence,transformation of the mode of work for the government support,optimizing rural governance practices for poverty alleviation,but there is still remain problems such as rural endogenous organizations involved in deficiencies,lacking of rigid constraints and spiritual poverty alleviation of fast-paced.Finally,this study thinks that spiritual poverty alleviation can accord to the basic concept of cognitive and behavioral changes,from stimulating the endogenous motivation of the poor,promoting the labor ability and the education level,optimizing the development environment of the poor,implementing the incentive and restraint mechanism of rewarding the diligent,punishing the lazy and changing the working style and working manner of government and attaching importance to the role of rural endogenous forces.
