Research On The Whole Process Regulation Optimization Of Case Investigation Of Pingchuan District Supervision Committee

Since the 18 th national congress of the communist party of China(CPC),with the gradually formed of the anti-corruption pressure and the deepening reform of the supervision system,the discipline inspection and supervision organs have gradually increasing their attention,and those who supervise others should do a good job in self-supervision.Case investigation as the main business of discipline inspection and supervision organs,make the case for investigation process supervision is an important way to improve the quality of cases and ensure the effectiveness of cases,is the internal requirement of the discipline inspection and supervision organs to strengthen self-supervision and self-restraint,is the party central committee's clear requirements to strengthen the discipline inspection and supervision organs of their own construction,is of great significance to realize the modernization of national governance system and capacity.Based on the problem of optimizing the case investigation's whole process,this paper selected Pingchuan district,Baiyin city,Gansu province as the research object,adopted investigation research method,case study method,comparative research method and other research methods.Through discussed with the relevant departments of Pingchuan district supervision commission,and applied the theory of process reengineering and procedure justice,the author found out five problems in the current case of the whole process supervision,such as the standardization level is not strictly regulated,the institutionalization is not comprehensive,the legalization of rights protection is not strong,the program implementation of programmatic supervision is not in place,and the scientific supervision of the involved property is not high.The reasons for the problems include inadequate understanding,unsound rules and regulations,and low level of informatization.Through to in-depth analysis of the problems and reasons existing in the wholeprocess supervision of Pingchuan district cases,the author draws on the relevant research conclusions of experts and scholars,and combines the author's own work experience.From the perspective of improving the quality and efficiency of case supervision and management at the same time taking into account of the public value,put forward four aspects to optimize the design of the whole process supervision:change the traditional and backward ideas,strengthen the construction of relevant systems,comprehensive supervision of the whole process of case investigation,improve the measure of information supervision.And also puts forward corresponding safeguard measures.In order to strengthen the whole process supervision of discipline inspection authority case,make certain theoretical exploration.
