Research On Local Government Process Reengineering In China

Business Process Reengineering (BPR) is initially an innovation to increase the work efficiency for enterprises. Because it played a positive beneficial effect on the enterprise, and as business process reengineering was continuously enriched and improved in practice, business process reengineering is gradually applied to other areas. BPR applied to public administration is government process reengineering. The topic of this paper is research on local government process reengineering in China.Combined with the reality of the current background and administrative reform, I chose research on local government process reengineering in China as the topic of my paper. Recently, as our economic and social environment has changed greatly, citizens’ demand for public service has been increasing, especially public service supply quantity, quality and mode. Correspondingly, a series of calls for decentralization of administrative reform are also increasingly loud. In this situation, deep study of local government process reengineering practice not only failed to achieve expected objectives, but also made process reengineering caught in an embarrassing position. The intent of my paper is to make some meaningful research to help get rid of the embarrassing position. The essence of GPR is to reconstruct organization structure by GPR. The research of GPR can help our country meet the challenges of economic globalization and information technology, build service-oriented government, update government administration ideas and management models. Simultaneously, I hope successful approaches of "System integrating three vouchers together" commercial reform can be used in some other areas.This paper, based on the theory of government process reengineering, takes current government process reengineering frontier practice the "System integrating three vouchers together" commercial reform for example to analyze current government process reengineering practice in China and give some valuable suggestions. Firstly, this paper explains some basic issues of government process reengineering, for example, the basic concept definition, and some related theoretical basis and so on. Secondly, this paper combs the origin and development process of the government process reengineering. On the one hand, it traces the origin of western governments process reengineering, and combs western government process reengineering development according to the main content of government process reengineering; On the other hand, this paper combs our government process reengineering history, and analyzes the factors which promote and clarify our government process reengineering stages of development. Thirdly, this paper takes current government process reengineering frontier practice the "System integrating three vouchers together" commercial reform for example to analyze current government process reengineering practice in China. On the one hand, there is a more detailed description of the practice of current Chinese government process reengineering; On the other hand, it analyzes various problems of the government process reengineering and their causes. At last, combined with advanced foreign government process reengineering practices and based on the analysis of previous article on current government processes, this paper tries to give some proposes to improve our government process reengineering. The aim of this paper is to try to give some valuable suggestions in conceptual level, technical level, structural level and laws level to seek some meaningful ways to benefit our government process reengineering.
