However,the coverage of the policy content of the beautiful rural construction project covers a wide range of stakeholders involved in the construction,the implementation of the policy implementation process related to the pan,the grass-roots first-line village committee is how to implement the policy,how to implement the effectiveness of the current discussion is the main content.Therefore,this paper is based on Smith's theoretical model,using the combination of theoretical research and case study and analysis,taking the enforcement of the village committee's policy in the beautiful village construction in Fujian as the research object,and conducting research on the implementation of policy practice of the village committee.Through investigation,it was found that the implementation of the village committee in the policy implementation of the government-led planning policy is not scientific enough,the lack of coordination of the village committee construction,the rural policy objectives of the public is weak,the implementation environment needs to be improved,the main problems appear The reasons are the flaws in the policy design,the poor implementation of the policy executives,the obsolescence of the target groups,the constraints of the policy environment,and the impediments to policy implementation.Based on this,this paper proposes to improve the implementation of the village committee policy from the policy itself,the executive body,the target group and the environmental factors.First,from the perspective of idealized policies,we must scientifically compile beautiful rural construction plans and increase funding for construction.Second,proceed from the implementation of the main dimensions,highlight the role of grassroots team planning and guidance,and strengthen supervision and feedback on policy implementation;again from the target group dimensions.The starting point is to make use of the sense of ownership of the villagers in the construction of the villages and to build a multi-stakeholder group to participate in the building of the project.Finally,based on the dimensions of environmental factors,the legal environment for construction should be improved,and a long-term mechanism for rural basic management should be established in order to increase the accuracy of the village committee's policy.implementation.
