In recent years,tobacco industry introduces performance management into practice and constantly improves management performance,achieving good results.Nowadays,performance management has become an important management means in tobacco industry,which promotes the tobacco administrative law enforcement personnel to continuously improve their work performance,and promotes the realization of "national interests first,consumer interests first" tobacco industry creed.In 2015,Tobacco Monopoly Bureau of Xinxing County,Guangdong Province began to promote performance management.By carrying out performance appraisal for tobacco administrative law enforcement officers,it broke the management status of "big pot rice" in the past,realized the payment of salaries for tobacco administrative law enforcement officers based on the results of performance appraisal and to a certain extent enhanced the work enthusiasm of tobacco administrative law enforcement officers.But at the same time,it also shows that the performance management system of tobacco administrative law enforcement officers in Xinxinghas some shortcomings in index setting,link connection,operation continuity and so on.Based on goal management theory,system evaluation theory,organizational justice theory and performance management theory,this paper analyses the current situation of performance management of tobacco administrative law enforcement personnel in Xinxing,which shows that there are some problems in performance management system of tobacco administrative law enforcement personnel in Xinxing,such as insufficient transmission of strategic objectives,rough performance evaluation indicators,and part of performance management links.The problems of neglected use,mere formality of performance management,insufficient application of performance appraisal results and lack of effective supervision in problem rectification are discussed.In view of the above problems,this paper combines questionnaires and individual interviews to obtain information to analyze the reasons,and draws on the performance management model from the perspective of "post competency" of Jiangmen and the performance management model under the Qingyuan Management System + Market Inspection Mechanism,in order to reflect the regulatory,integrity,objectivity and fairness of the performance management system.According to the principles,the performance management system of tobacco administrative law enforcement personnel in Xingxing is optimized from four aspects: formulating performance plan,setting performance evaluation index,paying attention to performance feedback and strengthening the application of performance evaluation results.The system is established through establishing performance management mechanism,establishing special evaluation institutions,enhancing the recognition and establishment of the system.Four safeguards of the monitoring mechanism ensure the smooth operation of the performance management system.
