The Study On The System Of UKUSA Signal Intelligence Association

Signal intelligence is such kind of work that requires high level of technology and confidentiality.As the most important task of signal intelligence work--signal monitoring and cryptanalysis need a lot of manpower and resources.Therefore,in these areas,there is a need for cooperation.The United States and Britain signed an agreement when World War II was coming to an end.Using it as a programmatic document,they built an international signal intelligence cooperation alliance composed of multinational signal intelligence agencies.This paper focuses on studying the United States-and-Britain-centred signal intelligence alliance in four chapters.The first chapter mainly states that the alliance was formed in the context of the Cold War after World War II.The second chapter focuses on its achievements of intelligence gathering,intelligence support and technical means,and explores the main reasons why it can become an intelligence support to national decision-making and action.The third chapter views this international intelligence cooperation system from a different angle,observing its internal conflicts of interest,management deficiencies,legal loopholes and many other issues.The fourth chapter focuses on assessing the future of the Alliance in the new era of peace and development.This paper aims to study why the UKUSA alliance could be established,how it was established and how the situation was changed and what was the influence after its establishment.The paper also tries to study why it is still the leader of signal intelligence around the world from the aspects of its emergence and development process,past achievements and problems and development expectations.
