Application Of Performance Appraisal Method Of Local Indemnificatory Funds For CAPF's Division

The Chinese People's Armed Police Force(CAFP)is under the dual leadership of the state council and the central military commission,and its funds are characterized by multiple channels.Place protection funds is beneficial to relieve the contradiction between supply and demand of funds for the police force,the successful completion of the security forces on duty centered all tasks,driving forces the comprehensive construction,and plays a very important role.The local guarantee funds have the characteristics of military and land dual attributes,source uncertainty,large quantity difference and frequent use,which has always been the focus and difficulty of the fund management of the armed police force.At present,the reform of national defense and the armed forces continues to deepen,and it is of necessity and urgency to strengthen the performance management of the local security funds of the armed police force.This paper studies the method and application of the performance assessment of the local guarantee of the unit level of armed police force.Firstly,the paper analyzes the background meaning of the project and the research status at home and abroad,and defines the relevant concepts.On this basis,the practice of internal and external performance assessment is studied,and the empirical enlightenment from four aspects such as the performance assessment pilot,the basic principle of assessment,the assessment index and the fund management platform are studied.Then,the balanced scorecard method is used to design the performance evaluation index system.Then,four supporting measures are put forward,including the establishment of the concept of performance,the strengthening of personnel training and the strengthening of supervision and accountability.Finally,an example is given to study the performance appraisal of the local guarantee fund of the armed police force.
