Seven years after the end of the 10 years brutal civil war,Sierra Leone continues to face serious human development challenges with more than 60% of its population living below the poverty line,rural areas account for the largest proportion of the poverty.Sierra Leone has very limited programs and resources to provide social assistance to the people most affected,as it does not have a coherent safety net system to allow a timely response in face of shocks.With this realization,the Government of Sierra Leone,with financial support from the World Bank,set up the Social Safety Net(SSN)project that geared towards providing income support to extremely poor households in nine(9)districts in the rural areas of Sierra Leone.This research will provide a simplified structure of the Design and Implementation of the Project in Sierra Leone by sorting all the processes inputs,tools,techniques and outputs,discussing them and examining how to implement them in order to establish the key building blocks for a basic national safety net system focusing primarily on targeting,wage setting and direct and indirect benefits of the project.To achieve these objectives,this research will consider the information obtained from a combination of quantitative and qualitative data collection and analysis and also will apply the project management tools such as Work Breakdown Structure to identify the activities involved in the project;Gantt chart to determine the responsible people and time duration for different tasks activities.The results will be aimed at achieving delivery issues and its impact on the reduction of poverty and vulnerability of beneficiaries and their families in the rural areas in Sierra Leone...
