Research On The Cultivation Of The Petty Officers In X Higher Vocational College In Hunan Province

Relying on national education resources to cultivate petty officers direc tionally is a significant measure to implement and practice the spirit of chairman Xi's establishing an innovative system of civil-military integration and the important instruction of military and civil joint cultivating of petty officers.Hunan X Higher Vocational College was designated as the pilot unit of direct recruiting petty officers in 2003 and was designated as the pilot college of direct cultivating petty officers directionally in 2012.Among all the pilot colleges of direct cultivating petty off icers in China,it is a college with the most enroll plans,the most majors and the most comprehensive in arms and services.However,the period of cultivating petty officers relying on local higher vocational colleges is still very short,everything is st ill being explored,it is inevitable that there will be some problems.The personnel training system,the construction of teaching staff team,the joint training mechanism of military and civil and other aspects are not mature enough,which restrict the improvement of the personnel training quality and need development and improvement urgently.The paper includes six main parts: Chapter One Introduction;Chapter Two about some related concepts and theoretical basis;Chapter Three about problems existing in cadets training of Hunan X Higher Vocational College and its reason analysis;in this chapter,it analyzes main problems in cadets training of Huna n X Higher Vocational College:1.Current higher vocational colleges can't meet the requirements on professional skills of army with rapid development;2.The cadets trained by higher vocational colleges can't meet the requirement on army military attainments;3.There is conflict between the educational system of higher vocational colleges and the military system in the aspect of cadets training process.The key is to analyze three reasons causing these problems: 1.The course system of higher vocational colleges lags behind military development.2.There is insufficient tra ining on non-military teachers.3.The joint military-civilian training system is not sound enough.Chapter Four about related experience reference at home and abroad.It analyzes the cadets training experience of Chinese X cadets and American cadets;Chapter Five about countermeasures and conception.Through comparing experience of domestic and foreign cadets training,it advances three countermeasures for solving the cadets training problem of Hunan X Higher Vocational College: 1.To perfect the course system construction for cadets in higher vocational colleges;2.To strengthen training on teachers in military major;3.To perfect the joint military-civilian training mechanism.Chapter Six Conclusion.Through the analysis of the problems and reasons existing in the cultivation and management of the petty officers in X Higher Vocational College in Hunan Province,and drawing lessons from the experience of cultivating petty officers at home and abroad,this paper puts forward some countermeasures and suggestions to further improve the management of petty officers,thus promoting the quality of directional cultivating of petty officers in Higher Vocational Colleges in China to meet the needs of the modernization development of the military.The paper hands over answers of the three major questions which are of urgent need to be solved of “how to cultivate people”,“cultivate what kind of people” and “take what to cultivate people” for higher vocational colleges in direct cultivating petty officers for the military.
