Part-time teachers are first-line professional application talents with certain skills experience or professional experience in the social industry(enterprise).They hold cutting-edge production technique and the latest industry trend,and participate in the teaching and teaching tasks of higher vocational colleges as a "part-time".Higher vocational colleges need to use the resource of part-time teachers to optimize the team of teachers structure,improve the quality of teachers,deepen the "school-enterprise cooperation,integration of production and education",and create excellent development of higher vocational education and cultivation of great country craftsmen.Part-time teachers will gradually become the focus of selection of teachers in Higher Vocational colleges.At present,part-time teachers in higher vocational colleges have specific problems such as weakening legal status,lack of qualifications for admission,poor selection and employment system,and weak legal supervision.In practice,the position of part-time teachers is marginalized,the competency is insufficient,the selection is difficult,and the orgeanization management is difficult.It seriously restricts the healthy development of higher vocational and technical education in China and hinders the legalization of part-time teachers in higher vocational collegesThis paper explores the legal issues of part-time teachers in Higher Vocational Colleges in five main parts.The first part,defines the important concepts,analyses the characteristics of part-time teachers and the significance of the construction of part-time teachers in Higher Vocational colleges.Part two,through the analysis of the existing theoretical research,relevant legal systems and policies,probes into the current situation of the development of part-time teachers in Higher Vocational Colleges and their legal construction practice.Part three,the legal status,the qualification of admission and the system of selection and appointment are discussed from the aspects of legal relationship.part-time teacher status,rights and obligations of part-time teachers and higher vocational colleges.Part four.In view of the analysis of specific legal issues,the author explores the reasons for the existence of legal issues from the two dimensions of legislation and supervision.Part five,in view of the existing legal problems and their causes,the author clarifies the rishts and obligations,legal relations and institutional allocation of part-time teachers.The initiative establishes the legal status of part-time teachers in higher vocational colleges,and perfects them from the aspects of qualifications,selection and employment of part-time teachers,and legal supervision.forming a special legal system for the development of part-time teachers in higher vocational colleges.
