More and more community workers operate their jobs as professions.Their career aspirations are no longer "stable","transitional" or "take a look".Their future plans may be 10 years,20 years or even longer. In the current policy design, community workers have been given high career expectations, but how about their own professional identity? What kind of policy support do they need? At the present stage in China, there are differences between community social workers and community workers, which are mainly manifested in the different employment subjects and work tendencies, and the wider work content of community workers in the community. In the context of rapid social development, the current social governance work is also constantly innovative, social work has been carried out more since the community to carry out construction.Guiding the community to gradually realize self-management and self-service,so that the operation of the community becomes more stable and orderly, these are currently required to do a job.How to clarify the relationship between community workers and community social workers, break down their professional development barriers, and further improve the professional level of community workers. It is necessary to establish a contingent of community workers with high quality. Therefore, this paper attempts to take HD street community workers as an example,by analyzing the current incentive policy and its supply situation,to study the policy effect and its incentive role for community workers, and at the same time to link the policy with the career development of community workers,to explore the special growth law of this group and the direction of policy improvement. This study is expected to guide the career development of HD street community workers and provide intellectual support for the career development of Shanghai community workers.Taking HD Street as an example, this paper studies the development of community workers under existing policies, and explores the relationship between policy incentives and career development. It is found that with the formulation and implementation of relevant incentive policies in Shanghai, the career development of HD street community workers has achieved certain development. On the basis of sample data analysis, combined with questionnaires, interviews and other research,we found that the current HD street community workers are facing some problems in their career development, such as insufficient understanding of career development, low occupational status, increasing employment pressure, and insufficient professional skills, which are enormous.Limited the development of HD street community workers.I think the career development of HD street community workers is influenced by personal factors, family factors, organizational factors and social factors. In terms of subjectivity, seven aspects of community workers' age, professional competence, career vision, salary and welfare, promotion space, family environment and social environment show differences in professional identity.Combining with practice and theory, the paper puts forward targeted countermeasures for the career development of HD street community workers from the individual level, the government level and the social level.Individual level includes definite orientation and establishment of personal career management system;government level includes strengthening top-level design, laws and regulations, policy support and guidance of social identity;social level includes understanding and support of family environment, interaction and communication of social environment, and promotion of understanding. It is believed that with the implementation of the above measures, the current situation of career development of HD street community workers will be greatly improved.
