Study On The Function Of Juvenile Crime Prevention In Modern Child Welfare Policy

With the implementation of the National Program of Action for Child Development in China(2011-2020)coming to an end,the development of China's modern child welfare policy is about to enter a new stage.For a long time,China has been faced with many difficulties and obstacles in the construction of the welfare of children.Recently,the case of child abuse has repeatedly become social hot spots,raised concerns of public opinion.To comprehensively establish a moderate and universal child social welfare system requires us to adhere to the concept of "people-oriented,children first",based on the urgent needs of children's survival and development,increase investment,coordinate urban and rural areas,integrate resources,and improve the system,relying on family rearing,institutional services,community care,strengthen urban and rural integration,organizational network,service specialization,and institutionalization.In addition to victimization,juvenile delinquency is also a major social problem.However,it is worth noting that when juveniles have behavioral deviations or even commit crimes,they are often both injurers and victims.First of all,negative factors such as family and society often lie behind the behavioral deviation or juvenile delinquency.Therefore,for the juveniles,victimization usually precedes and becomes the cause of victimization.Secondly,becoming a perpetrator will also do great harm to the future development of juveniles.From a macro perspective,it is a major loss to the state and society.Therefore,the protection of the legitimate rights and interests of minors and the prevention of juvenile delinquency are closely related and obvious.Although child welfare policy and juvenile crime prevention are both sociology,they are often studied separately because of their two disciplines(social security and criminology).Based on the principle of multi-disciplinary and multi-angle comprehensive cross-disciplinary research,this paper intends to focus on the concept of child welfare,and explores their development status and existing problems from the perspectives of child welfare policy and juvenile crime prevention,analyzes the relationship between them comprehensively,and thus explore the crime prevention function that modern child welfare policy should have,and then try to make this crime prevention function more effective through corresponding means.Among this:The first chapter introduces from the concept,the premise interpretation of the historical evolution of modern children's welfare concept and the crime prevention function that modern children's welfare concept should have;The second chapter,based on the historical evolution of China's child welfare policy,objectively expounds the development status,existing problems and deep reasons of China's child welfare policy;The third chapter analyzes German child welfare policies and their characteristics in other developed countries such as northern Europe,Britain and America,Japan and South Korea,and Singapore;The fourth chapter,on the basis of elaborating the internal relationship between child welfare policy and crime prevention,conducts an applied research on the interaction between child welfare policy and crime prevention as well as the crime prevention needs and strategies from the perspective of child welfare policy.The implementation of children's welfare concepts and policies not only improves the quality of the environment for the growth of minors,but more importantly,the concept and policy of child welfare and the prevention of juvenile crime are inseparable in many aspects.Therefore,on the basis of the previous four chapters,the fifth chapter of this paper puts forward the conclusion that we should build a special welfare prevention and support network for the relationship between victimization and victimization of minors.Specifically,two aspects are emphasized: first,it is necessary to improve the actual participation of children,start and strengthen the real interaction between children themselves and their parents,teachers,community children service caregivers and even government child welfare institutions,and attach importance to the quality and actual results of the interaction,so as to promote the positive process of socialization of minors;the second is necessary to strengthen the awareness of crime prevention responsibility of families,schools,communities and relevant government units,and on the basis of paying attention to the interaction and connection between units,further refine and implement specific policies and measures,so as to create a safer and better environment for the healthy growth of minors.
