Study On Policy Of Urban Child Welfare Services From The Perspective Of Need-based

After the reform and opening up,with the rapid economic development in China and the updated concept of the welfare society members with the times,"residual vs.institution" of child welfare policies in china and the growing need for child welfare services have been a lack of coordination.Meanwhile,China declared that "a couple can bring up two children"in 2015,which is the "comprehensive second child" policy.And the introduction of"comprehensive second child" policy marked that population policy in china and the development of population came to a new stage:improved fertility within a certain time,increased the total amount of new-born babies,increased child welfare service needs.Based on the large base of children in china and frequent incidents of child injury,this paper presents 2 current situations that are the needs of urban child welfare services and child welfare services policy.Itexplains the concept of urban children and child welfare services.In addition,in human needs theory as the theoretical basis,it uses of literature and questionnaire to collect data.Solving children problems in china have come from a wide range of challenges:frequent child injuries(child abuse and violations)event,introduction of "comprehensive second child" population policy,weakened family parenting functions,increased urban mobility the number of children,updated children welfare philosophy.Thereafter,the Current Situation of needs of children welfare services in Nanjing is questionnaire.The investigation concluded 3 aspects:high child welfare service needs,being improved awareness of child welfare services,improving child welfare service policies with expectations.Meanwhile,based on the needs-based perspective,current policies of child welfare services in china were classified and discussed.This paper think fragmented structure of the phenomenon of child welfare policy seriously,children lack the main ideas into the system settings.Finally,from need-based perspective,the city child welfare service policies are conceived.With support of child welfare services policy,the development of professional social work in china is promoted and more standardized child welfare services to be carried out.In urban community level,conceived the child welfare service platform is built,and the focus is on community-based child welfare service center.
