The 19 th National Congress of the Communist Party of China proposed "to build a team of high-quality professional cadres".The reform of civil servants in administrative law enforcement is an important component of the classified management Reform of civil servant,which needs to be differentiated from general civil servants' professional and highly effective management mode.In 2016,Shanghai took the lead in implementing the classified management reform of civil servants in administrative law enforcement in China.In April 2016,the Pudong New Area held an administrative law enforcement civil servant swearing-in ceremony,which separated the administrative law enforcement civil servants of the urban management law enforcement and market supervision departments from the current “unified” management mode of civil servants,and applied a brand new set of occupational system to classified management that adapted to the rules of law enforcement work as well as the industrial and occupational characteristics.Subsequently,various districts in Shanghai successively launched specific plans for the classified management of administrative law enforcement civil servants and implemented them in a certain range.In July 2016,the Central Office and the State Council issued the “Regulations on the Administration of Civil Servants for Administrative Law Enforcement(Trial)”,officially establishing a nationally unified management system that conforms to the characteristics of civil servants in administrative law enforcement.During the same month,Shanghai issued the “Guiding Opinions on Expanding the scope of the Pilot Program for the Classified Management Reform of Administrative Law Enforcement Civil Servants in this Municipality”.The scope of the reform pilot program has expanded from market supervision and urban management to various professional law enforcement fields such as land,water,agriculture and cultural law enforcement,etc.Starting from the concept and basic theory of civil servant classified management,this paper studies the historical evolution and the basic effects of administrative law enforcement civil servant classified reform,and analyzes the practices,effectiveness and problems of the classified management reform of administrative law enforcement civil servants in Shanghai and A District by means of data review,questionnaire survey and field interviews.The thesis mainly summarizes the problems of "imperfect supporting system","insufficient refinement of job classification" and "lack of targeted performance evaluation".At the same time,by comparing the domestic and international practice cases of administrative law enforcement civil servant management,this article puts forward specific recommendations to optimize the classified management reform of administrative law enforcement civil servants,such as " perfecting the supporting system of administrative law enforcement civil servant management","establishing the assessment,evaluation and incentive mechanism of administrative law enforcement civil servant" and "improving the career planning of administrative law enforcement civil servant",etc.Practical suggestions are put forward for the further systematization and scientificalization of the civil service classification management reform in China.
