The Research On The Transformation Of Local Government Functions In Ningxia Under PPP Mode

Since the 19th National Congress of the Communist Party of China,in order to actively adapt to the transformation of major contradictions in the new era,cope with the rising external challenges,and realize the call to build a modern economic system,China's economy is adjusting its pace and entering the innovation of transformation,adjustment and new normal.In the new economic normal,the government is fully responsible for the daily management of the city.It is unrealistic for infrastructure construction and ecological management,because of the large number of participants,long investment period,high riskand high capital demand.Public private partnership(PPP)is a new type of public goods and services model.By introducing social forces,social problems can be solved more effectively.By analyzing the successful practice of PPP projects,we can find that thesignificance of PPP model is to expand the financing channels of projects,especiallypublic basic projects,reduce or reduce the financial pressure of the government,change thefunctions of the government,and then improve the implementation efficiency of the public sector or government departments.As the PPP model is more and more respected,it is particularly important to study a series of issues such as the transformation of government's functions and role positioning in this model.As long as we grasp what the real functions of the government in the modeland how to perform the administrative functions,we can continuously improve and designthe system specifications and contract agreements of various links in the PPP model cooperation.The government is one of the main bodies in the implementation of PPP mode,and its positioning and decision-making play a decisive role in the success or failure of the project.In practical work,the successful cases of PPP projects can reflect the transformation of the functions and orientation of local governments in China.By using the methods of literature collection,case analysis and inductive reasoning,this paper expounds the basic definition of PPP,the type division of PPP,and the relevant theoretical basis of PPP model.At the same time,starting from the operation of PPP projects of local governments in China,it analyzes the problems existing in the functional positioning of local governments in China under the current PPP model.Through the specific cases of PPP operation,the experience and lessons of PPP project management of local governments are summarized.Finally,based on the case study,this paper summarizes the problems existing in the transformation of government functions under the PPP mode of Ningxia local government,and further puts forward the corresponding countermeasures and suggestions for the transformation of Ningxia local government functions around the positioning of government functions,that is,to change the management thinking mode,adhere to the spirit of contract,improve the legal system,establish the regulatory concept,establish the concept of responsibility and risk,and pay attention to the government's credit responsibility.In order to guide Ningxia local government to promote the smooth implementation of PPP project,promote local government to further realize the functional transformation,improve the level and efficiency of infrastructure supply and provide reference.
