Research On The Government Function Transformation Of Jiujiang City In Jiangxi Province From The Perspective Of PPP Mode

With the development of science and technology,the living standard of residents has been greatly improved,the living standard of urban residents has also developed qualitatively to a certain extent,and the demand for social public goods and services has been increasing.This and the limited supply capacity of the government has produced a great contradiction.PPP mode mainly refers to the public goods and services created jointly by the government public sector and social capital enterprises,which is conducive to breaking the government’s limited supply of public goods and services.Improve and meet the supply efficiency of public goods and services and the supply demand of residents.As a PPP model,which can effectively promote the governance ability of national public goods and services,it is of great significance to stimulate the social market and promote the transformation of government functions.This paper takes the transformation of government functions in Jiujiang City,Jiangxi Province from the perspective of PPP model,and studies the problems existing in the application of PPP model in the ecological construction of Tuolin Lake in Jiujiang City,Jiangxi Province by means of literature research and case analysis.This paper holds that the main problems in the transformation of the functions of Jiujiang municipal government under the current PPP mode are: limited transformation of government functions,lack of government credit responsibility,lack of project risk management organization,lack of effective supervision of PPP projects.Therefore,this paper holds that we can adopt targeted solutions: the relevant governments do a good job in the role of collaborators,constantly optimize the structure and effectiveness of PPP administrative power,improve the PPP risk sharing mechanism,and the government needs to do a good job in the relevant work of regulators.This paper aims to promote the smooth development and successful implementation of the project in the PPP mode of ecological construction of Tuolin Lake in Jiujiang City,Jiangxi Province,by perfecting the problems in the operation of the PPP mode of ecological construction in Jiujiang City.For other areas of China to provide reference for the construction of PPP models.
