Research On Resource Sharing In The Construction Of Ningxia Ater Conservancy E-Government

The problem of resource sharing studied in this paper is aimed at information resources.This paper takes ningxia’s wise water construction as the entry point to explore Plans and Countermeasures to improve the information resources integration and sharing mechanismand of government.The research method mainly uses the literature research method,interview method and experience method,the comprehensive literature review,according to the interview outline,take the telephone communication and face-to-face communication form of two respondents for understanding common problems in the construction of e-government to enjoy Ningxia water resources real idea,combined with practical experience the 2013 has been engaged in Ningxia water conservancy information work,practical problems will be encountered in the work carried out and summarized,and rise to the theory.This paper divides into seven parts.The first part reviews the status and achievements of e-government and information resource sharing according to the background and significance,train of thought,method and purpose of this research are determined.The second part defines the key concepts of e-government and e-government information resources sharing,summarizes the management "craftsman" dynamic theory of cooperation cross sector.The third part analyses the status of information resources integration and sharing in the construction of Ningxia water conservancy e-Government.The fourth part summarizes the existing problems of information resources sharing in the construction of Ningxia water conservancy e-Government,and analyses the reasons for the existing problems.The fifth part is to study the construction of information resources integration and sharing from abroad and acquire the enlightenment to us.The sixth part is to improve the resource sharing efficiency in Ningxia water conservancy e-government construction.The final part puts forward the conclusion and ProspectThere are two main innovation points in this study.Resource sharing era in e-government construction,sharing of development has been the attention of national level resources in the construction of E-government in our country,just in time based on the research of Ningxia water conservancy construction of e-government resource sharing problem as the subject,puts forward some countermeasures and suggestions of the problem,this paper is innovative is the most direct the performance of.The another one is "The public part is constructed by the state,the common part is unified constructed by Ningxia Water Resources Department,the private part is constructed by self’.This is also the experience extracted from Ningxia’s water informatization construction mode.
